1. environment : The 'tier'. For example, dev, QA, Production.
2. service : The product provided. FOr example, 'MITx', 'Residential', 'OCW'
3. application : The application within the service, for example, edxapp, django, consul

There may be multiple instances (environments) of a service. A service is comprised of applications.
